Companies should focus on gaining visibility into where resources are allocated throughout the organization, determining staffing levels, and assessing role definitions. And by establishing governance processes, companies can monitor variances in staffing over time. That means, of course, that a ZBB program must be implemented company-wide and treated as an ongoing effort—a continuous cycle. It requires a consistent taxonomy of costs that provides an organization-wide view of actual cost categories (such as travel, facility management, and marketing expenses). Managers can then map these costs directly to the activity where they are incurred. The point is to challenge budgets and spending from the bottom up in order to assess whether they support business priorities. This is referred to as starting from a “zero base.” While zero-based budgeting examines all expenses, traditional budgeting only examines proposed new expenses. Sometimes, budgets can get out of control, or in some years, may show significantly higher or lower costs, depending on the overall market outlook and other external factors. However, the primary challenge in generating significant savings from the Fourth Estate is that the military services rely on those defense-wide organizations for the “mundane” responsibilities they perform. If those agencies were eliminated, the support and logistical functions they provide to the warfighter would still have to be done and funded elsewhere within the Department. Barring drastic efforts to reorganize DoD, savings in the Fourth Estate will be found in the margins by rooting out inefficiencies and duplicative responsibilities. Within defense-wide accounts, operation and maintenance (O&M) funding takes up the vast majority of funding at 70 percent in the FY 2020 request, followed by research, development, test, and evaluation at 22 percent.

PH decreases from 8.110 ± 0.017 in 1985 to 8.049 ± 0.014 in 2021 with a descent rate of −0.017 ± 0.004 per decade. Similar trends are found for the surface ocean saturation states with respect to calcium carbonate minerals. The global mean estimates of Ωar (Ωca) amount to 3.141 ± 0.198 (4.807 ± 0.302) and 2.862 ± 0.174 (4.372 ± 0.266) for the open and coastal oceans.

1 Model best estimate and uncertainty quantification

Budget requests reflect a cut of a certain percentage, the current level of spending, and an increase of a certain percentage. This allows the opportunity of trading between departments of the funding of a lower priority of one department to a higher priority of another. Sunset legislation places certain programs implemented or that are currently being funded under review to determine efficiency, effectiveness and necessity. Zero-based budgeting encourages companies to evaluate every department’s funding, and their current needs rather than the momentum of the previous year’s budget or previous expenditure.[2] It can help remove redundant spending.

Zero-based budgeting

When ZIPLINE invokes the hijacked accept() function, it first resolves the benign accept() from libc, to intercept network traffic. Once an incoming connection is registered, it is first processed by the benign libc_accept, and ZIPLINE then checks if the process name is “web”. The malware retrieves up to 21 bytes from the connected host, verifying if the received buffer corresponds to the string “SSH-2.0-OpenSSH_0.3xx.”  If so, the malicious functionality of ZIPLINE is triggered. ZIPLINE will then receive an encrypted header which specifies the command to be executed. Regions

Missing Chl a data in the high latitudes of the winter hemisphere are replaced by the minimum concentration of Chl a over the available data for the same grid cell (∼ 0.01 mg m−3). WOA18 nutrients and LDEO pCO2clim are already climatologies per se, and we apply them for all the analysis years (1985–2021). The sine function is applied to convert latitude, while both the sine and cosine are used to transform longitude to conserve their periodical behaviours. Global trend maps of surface ocean pH, Ωar, and Ωca over the entire period are illustrated in Figs. Linear least-squares regression is used to estimate secular trends at every 0.25∘ grid cell.

As shown in Figure 3, defense-wide funding has gradually accounted for a greater share of the overall DoD budget (including both discretionary and mandatory funding) over time, growing from a low of 5 percent in FY 1985 to a peak of 20 percent in FY 2017.
